What is 42% as a decimal?
Remove the percent sign and put a decimal 2 places to the left of the number.
42%  =  0.42

Explanation on conversion to decimal:
Percent is about parts of a number per 100. In the above example, 42% refers to 42 parts of a number per 100. As a fraction it is written as $$\frac {42}{100}$$
Since dividing a number by 100 shifts the decimal by 2 places to the left, remove the percent sign and put a decimal 2 places to the left of the number.
Be careful in converting a single digit percent to a decimal. For example, 4% is 0.04 not 0.4.

Converting a decimal to a percent is multiplying the decimal by 100. Move the decimal sign two places to the right of the number and put a percent sign. For example, 0.14 is 14% and 1.14 is 114%.
